School Management and Development Committee



Backdrop

The RMSA (Rashtriya Madhyamik Siksha Abhiyan) assigns special importance to decentralized planning and implementation with active involvement of community members, teachers, parents, local bodies including Panchayati Raj Institutions, Municipal Bodies and other stakeholders in the management of secondary education through establishment of multi member School Management and Development Committees.

About SMDC

At the school level, a School Management and Developments Committee (SMDC) is constituted, which is responsible for all activities including planning, collection of data, implementation, monitoring, evaluation and taking corrective/remedial actions on all the components/interventions of the scheme-infrastructural as well as academic and others at the school level.

In essence, the SMDC is responsible for the preparation of the School development plan, monitoring the implementation of the plan, and ensuring the quality of education in the school. The SMDC is also responsible for the preparation of the school budget and its approval. The meeting of SMDC is held minimum once in every three month.

SMDC is comprised of two subcommittees-

1. School Construction & Monitoring Committee

The Committee is responsible for planning, estimation, management, monitoring, supervision, reporting, and maintenance of accounts relating to construction, renovation, repairing and maintenance and other related civil works.

The meeting of school construction committee is be held once in every three months. The committee monitors the different construction works being under taken in the school regularly. After the start of construction work, the evaluation will be done by third party technical institute / institution which will give its report after completion of 25%, 50% and 75% of the work respectively. Construction work is done by the construction agency in school.

2. School Academic Committee

The Academic Committee is responsible for all academic activities including planning, management, monitoring, supervision, reporting, and collection of data for UDISE.It is also responsible for ensuring quality improvements, equity, reducing barriers- like socio economic, gender and disability, teachers and student’s attendance, recommending teachers for training, guidance and counselling, student’s achievements, co-curricular and extracurricular activities and overall academic and personality development of students and teachers.
